This may be a long shot, but when I had an 83 Charger about 150 years ago, I had a tendency to overfill the gas.  This would get fuel in the charcal cannister.  That would somehow (and I don't remember how) get charcal pieces in the carb and screw it up.  I even got a new cannister way back then and had a mechanic at the dealership ask if I knew why the cannister went bad.  I said, "Yeah, from overfilling the tank". (topping it off)  He said "exactly"!  In your rebuilds, did you ever notice any little chunks of charcal?  Have you ever overfilled the tank?  A long shot, but I thought I'd tell you about my experience.
