The carb'd engines use an electrical assist solenoid to 
control the fast idle (and base idle also).  The solenoid is 
mounted on the side of the carb and is round with a rubber 
top (if I recall correctly) and a screw in the center.  The 
screw is used to adjust the idle speed.  There should be a 
wire that is attached to the bottom of the plunger portion 
of the solenoid which makes contact with the carb linkage 
when the throttle is closed (at idle).

If there is corrosion on the linkage or bottom of the 
solenoid plunger keeping it from making a good electrical 
connection at idle, it may cause a fast idle condition.  I 
used to clean the contact and the linkage with emery cloth 
to remove the corrosion.

All that has been written about the charcoal problems would 
most likely lead to a stumbling or starvation of fuel, but 
not a fast idle.
