The 255L/hr pumps can provide more fuel flow and volume over stock.  Keep in
mind this does not mean anything if the car's fuel injector pulse timing
isn't changed or the fuel pressure isn't changed.  Otherwise the 255 pumps
are a good quality replacement unit which tends to be a little better
quality over some of the more common parts store units.  Given the price
difference between an OEM equivalent and a 255L/hr unit there isn't much
reason to not get the 255 since it will act like a stock unit and provide
room for growth if desired, not too mention the idea that you do not want a
flaky or weak pump to cause the engine to go lean.

One test, before replacing the pump, I would try would be to clamp off the
return line to verify whether the fuel pressure regulator is working as it
could be letting the fuel return to the tank and not allowing pressure to
build up.

I checked the fuel pressure, turned the key cranked the engine and zero
fuel 
pressure. What is the benefit of a Walbro high pressure fuel pump  compared 
to lets say a stock one?
