Isn't this just a place holder?
Do they mean anything?
Why would one car get a 2 or a 8 or an X?

Many VINs are that way. It would depend entirely on WHERE the X is. 
In the 9th position its the check digit. It can be 0-9 or X. There is 
a formula to determine the value of the check digit.
